VALIDATION WORKSHOP FOR SAMOA’S FIRST BIENNIAL TRANSPARENCY REPORT (BTR1) AND THE COMBINED SECOND BIENNIAL TRANSPARENCY REPORT AND FOURTH NATIONAL COMMUNICATION (BTR2/NC4) – JUNE 18, 2026

The Ministry of Natural Resources and Environment (MNRE) convened a Validation Workshop for the proposed Global Environment Facility (GEF) Enabling Activity to support the preparation of Samoa’s First Biennial Transparency Report (BTR1) and the Combined Second Biennial Transparency Report and Fourth National Communication (BTR2/NC4) under the Paris Agreement.

The workshop brought together representatives from Government ministries and agencies, development partners, academia, civil society organizations, and the private sector to review and validate the proposed project design, implementation arrangements, and key priorities that will guide Samoa’s climate reporting efforts over the next four years.

The discussions during the workshop emphasized the importance of robust climate reporting systems in supporting transparency, accountability, and evidence-based climate action, while ensuring Samoa continues to meet its international commitments under the Paris Agreement.

The workshop also highlighted Samoa’s longstanding commitment to fulfilling its reporting obligations under the United Nations Framework Convention on Climate Change (UNFCCC) through the preparation of National Communications and Biennial Update Reports. Building on these achievements, the proposed project will support the preparation and submission of Samoa’s First Biennial Transparency Report by 2028 and the Combined Second Biennial Transparency Report and Fourth National Communication by 2030.

Beyond meeting international reporting requirements, the initiative aims to strengthen national systems, institutional capacity, and coordination mechanisms that will enable Samoa to sustainably meet its transparency obligations under the Paris Agreement while supporting evidence-based climate action and informed decision-making.

The Ministry acknowledges and sincerely appreciates the continued partnership and support of the United Nations Development Programme (UNDP), the Global Environment Facility (GEF), national stakeholders, and development partners whose collaboration remains vital in advancing Samoa’s climate ambitions and resilience goals.
