The Ministry of Natural Resources and Environment (MNRE) convened an Inception Workshop for its Third Nationally Determined Contribution (NDC 3.0), officially commencing the process to update Samoa’s national climate action plan. This workshop initiates a series of one-on-one consultations and technical sessions that will guide the development of the final NDC 3.0 document to be submitted to the United Nations Framework Convention on Climate Change (UNFCCC) later this year. One of the key principles underpinning the NDC 3.0 process is inclusivity.
➑️This means listening to diverse perspectives and ensuring that the updated NDC reflects the realities and aspirations of our peopleβ€”from our policymakers and technicians to our elders and youth.
The NDC 3.0 process is designed to build upon the successes of Samoa’s Second NDC, which established an ambitious economy-wide target to reduce greenhouse gas emissions by 26% by 2030. To date, Samoa has made considerable progress, with renewable energy sources now contributing between 30-40% of the nation’s electricity generation.
➑️Moafanua Toluina Pouli, the Acting CEO of MNRE, emphasized the importance of this initial phase. “This workshop marks the formal beginning of a critical national process that will guide our climate ambition and implementation strategies,” stated Moafanua. “The development of NDC 3.0 presents a significant opportunity to learn from our past achievements and build a secure, sustainable future for our people. Our work is driven by science, rooted in our culture, and committed to climate justice.”
➑️The key strategic priorities for the NDC 3.0 include deepening renewable energy integration within the Energy sector, expanding agroforestry and forest conservation in the AFOLU (Agriculture, Forestry, and Other Land Use) sector, and implementing new collection systems to promote a circular economy in the Waste sector. The process is designed to be inclusive, with a focus on engaging youth groups, women’s organizations, persons with disabilities, and rural communities to ensure the updated NDC reflects the realities and aspirations of all Samoans.
➑️The Ministry aims to finalize the draft of NDC 3.0 by the end of September, with the official launch of the new document targeted for COP30 in Brazil.
