\u00a0As part of the country\u2019s mandated preparations for the United Nations Framework Convention on Climate Change (UNFCCC) \u00a0Conference of the Parties (COP) , the Ministry of Natural Resources and Environment \u00a0reconvened a preparatory workshop \u00a0with stakeholders ahead of the main global UNFCCC COP31 meeting.<\/div>\n<\/div>\n
\n
\u00a0The consultation brought together representatives from government ministries , the private sector , non-government organisations , communities , and youth groups \u00a0to help strengthen Samoa\u2019s \u00a0negotiating priorities. It also provided an opportunity for participants to better understand the UNFCCC COP process , why Samoa\u2019s participation is important , and how the process supports climate-resilient \u00a0initiatives for Samoa.<\/div>\n<\/div>\n

\u00a0The programme was welcomed by the MNRE Chief Executive Officer Lealaisalanoa Frances Brown Reupena and officially opened with a keynote address \u00a0from the Associate Minister of the MNRE, Afioga Taufua Edmund Taufua.<\/div>\n<\/div>\n
\n
\u00a0A series of presentations were delivered to participants by the MNRE \u00a0on the climate change \u00a0landscape of Samoa, including highlights of the Climate Change Response Bill . The Office of the Attorney General (OAG) , Tofilau Seve Esekia Soloi, presented a summary of the historic International Court of Justice (ICJ) Advisory Opinion \u00a0on climate change, and the collective effort of governments , communities, youth, and civil society \u00a0working together. Apulu Isaia Lautasi presented on behalf of the Ministry of Foreign Affairs and Trade (MFAT) \u00a0on the history of the UNFCCC COP negotiations \u00a0and Samoa\u2019s engagement \u00a0as a party to the Convention and the Paris Agreement .<\/div>\n<\/div>\n

\u00a0To give more insights into this process, the Secretariat of the Pacific Regional Environment Programme (SPREP) \u00a0were present to share what it looks like at the regional level \u00a0and their role as the secretariat in supporting individual countries across the Pacific . This was presented by Mr Tim Breese. Following this, Alliance of Small Island States (AOSIS) \u00a0Climate Change Lead Negotiator Galumalemana Anne Rasmussen shared further insight into how small island developing states \u00a0coordinate and advocate \u00a0for shared priorities in international climate negotiations \u00a0as the formal negotiating bloc for small island developing states, including Samoa .<\/div>\n<\/div>\n

The afternoon session focused on collaborative breakout discussions , where participants worked together \u00a0to provide their perspectives on Samoa’s \u00a0draft national priorities \u00a0and recommend areas for further strengthening \u00a0to ensure the country’s negotiating positions reflect diverse national perspectives ahead of COP31.<\/div>\n<\/div>\n

Through meaningful dialogue \u00a0and collective expertise, the National Pre-COP31 Workshop reinforced Samoa’s commitment to inclusive climate action \u00a0and ensured the country’s voice remains strong, united , and well-informed \u00a0in international climate negotiations.<\/div>\n<\/div>\n

The Ministry acknowledges the New Zealand Government \u00a0through their Climate Finance Partnership Fund for making this workshop possible.<\/div>\n<\/div>\n
