The Ministry of Natural Resources and Environment (MNRE), through its Climate Change Division, successfully concluded the final phase of the Initiative for Climate Action Transparency (ICAT) project, comprising a three-day technical training and validation workshop held from April 28 to April 30, 2026, in Tanoa. The workshop marked a significant milestone in strengthening Samoa\u2019s climate action monitoring, reporting, and verification systems.<\/div>\n<\/div>\n
\n
\"\ud83d\udca1\"<\/span>\"\ud83d\udca1\"<\/span>The ICAT initiative, launched in parallel with the Paris Agreement, has supported countries in enhancing transparency and accountability in climate action. For Samoa, the initiative has facilitated a comprehensive review of national systems for measuring, reporting, and tracking progress towards its Nationally Determined Contributions (NDCs). Throughout the implementation period, stakeholders collectively mapped existing Measurement, Reporting and Verification (MRV) systems, identified critical gaps, and worked towards aligning national processes with international reporting standards.<\/div>\n<\/div>\n

\"\ud83d\udca1\"<\/span>\"\ud83d\udca1\"<\/span>The first two days of the programme focused on refresher technical training on the Renewable Energy (RE) Methodology Guide. Participants engaged in structured learning on key processes, including planning and defining assessments, estimating greenhouse gas (GHG) impacts both ex-ante and ex-post, and applying analytical tools such as the TraCAD model. Practical group exercises and technical discussions were conducted, including a focused assessment of Samoa\u2019s Feed-in Tariff (FiT) policy and its implications for ongoing energy sector monitoring.<\/div>\n<\/div>\n

\"\ud83d\udca1\"<\/span>\"\ud83d\udca1\"<\/span>The final day transitioned into a validation workshop, during which participants reviewed and validated key technical outputs of the ICAT project. These outputs included mitigation analysis using the GACMO tool, evaluation of renewable energy policies and business-as-usual (BAU) scenarios, transport pricing analysis under the Road Traffic Order 2014, and adaptation frameworks encompassing indicators, monitoring systems, data gaps, and institutional arrangements. The session provided an important platform for technical deliberation, stakeholder input, and consensus-building on findings and recommendations.<\/div>\n<\/div>\n

\"\ud83d\udca1\"<\/span>\"\ud83d\udca1\"<\/span>The ICAT process also functioned as a critical capacity-building initiative. The technical trainings conducted throughout the project enhanced institutional capacity across sectors and equipped national teams with practical tools for greenhouse gas assessment and mitigation analysis. These efforts contributed significantly to strengthening the foundation for more coordinated and effective climate reporting in Samoa.<\/div>\n<\/div>\n

\"\ud83d\udca1\"<\/span>\"\ud83d\udca1\"<\/span>This work remained firmly grounded in Samoa\u2019s national development priorities, including the Pathway for the Development of Samoa 2021\u20132025, the Nationally Determined Contributions Implementation Roadmap, and community-based initiatives such as the National Adaptation Plan. Samoa\u2019s commitment to reducing greenhouse gas emissions by 26 percent by 2030 reflected both national ambition and responsibility toward a resilient, low-carbon development pathway.<\/div>\n<\/div>\n
\n
\"\ud83d\udca1\"<\/span>\"\ud83d\udca1\"<\/span>The validated reports highlighted encouraging progress in key areas, particularly in renewable energy tracking and the overall advancement toward NDC targets. At the same time, they identified persistent challenges requiring continued attention, including the need to strengthen institutional coordination, enhance technical capacity, improve data integration systems, and ensure that gender and social inclusion considerations were fully embedded within national frameworks. The recognition of these gaps was regarded as an important step in refining and strengthening future implementation efforts. This tool will be made available on the MNRE website.<\/div>\n<\/div>\n

\"\ud83d\udca1\"<\/span>\"\ud83d\udca1\"<\/span>The Ministry of Natural Resources and Environment acknowledge the continued technical and financial support provided by the United Nations Environment Programme (UNEP) through the ICAT programme, as well as the expertise and guidance provided by KVA Consultants throughout the project. The Ministry further extends its sincere appreciation to all participating stakeholders from government agencies, development partners, and private sector organisations, whose sustained engagement; from initial consultations through technical training and final validation, was central to the collaborative and successful implementation of the ICAT initiative in Samoa.<\/div>\n<\/div>\n
