Project Components

C4: Environmental Risk and Resource Management (ERRM)
Four main tasks have been procured for Technical Assistance;

  1. Environmental Management – a supporting activity to consolidate the use of the environmental management processes already established under IAMP-1 to become a mainstream activity of MNRE

  2. Natural Risk Management – covering broadening the existing approach to disaster management

  3. Resource Management – a seeding activity to allow MNRE to commence applying technology (eg: GIS) and tools (eg: hazard maps) to mainstream environmental resource and risk management activities; and

  4. Emergency Management – an institutional development activity to introduce best practice relating to emergencies.

C5: Land Administration and Survey (LAS)
Two main tasks have been procured for Technical assistance;

  1. Survey and Geographic Information – to upgrade the Western Samoa Integrated Grid (WSIG) to a cadastral survey standard and develop technical specifications for uniform application to GIS and survey work across Samoa.

  2. Land Administration Reform – to reform the land administration system to a Torrens system through the development of appropriate legislation and procedures

C6: Risk Adaptation Measures
This component is financed by a grant from IDA and will be implemented as a small grants scheme by MNRE. It will be planned in conjunction with component B6, Infrastructure Risk Mitigation Measures of MWTI and using a rolling annual CIM Programme of risk mitigation measures being put in place.

The main purpose of the grant scheme is to fund the implementation of physical works for non-structural mitigation measures to coastal hazards. It is expected that a minimum of 75% of the financing shall be used for physical works. Within this framework the grant programme can be used for consultant services, goods and minor civil works. No taxes (including VAGST), import duties or salaries are to be paid for out of grant monies. The total allocation for each approved project under this Grants Programme will not exceed SAT$15,000.00 and not less than SAT$5,000.00.
